MONUSCO welcomes the formal endorsement of the Peace Agreement and the Regional Economic Integration Framework between the Democratic Republic of the Congo and Rwanda - Democratic Republic of the Congo

Kinshasa, 4 December 2025: MONUSCO welcomes the formal endorsement, on 4 December in Washington, D.C., of the Peace Agreement and the Regional Economic Integration Framework by the Presidents of the Democratic Republic of the Congo and the Republic of Rwanda, under the facilitation of the United States of America.

The Mission salutes Presidents Félix Tshisekedi and Paul Kagame for the political resolve they have displayed in promoting peace and regional cooperation. MONUSCO considers that the agreements reached open a renewed window of opportunity to restore confidence between the two countries, to lay more solid foundations for durable peace in eastern Democratic Republic of the Congo, to alleviate humanitarian suffering and to help unlock the economic potential of the wider Great Lakes region.

“These agreements, together with the framework agreement signed between the Democratic Republic of the Congo and the AFC/M23 on 15 November 2025 and Security Council resolution 2773 (2025), offer an opportunity to move from confrontation to political solutions. Their implementation, in good faith and with full respect for the sovereignty and territorial integrity of the Democratic Republic of the Congo and of all States in the region, will be essential to achieving lasting peace,” said the Deputy Special Representative of the Secretary-General and Acting Head of MONUSCO, Mr. Bruno Lemarquis.

The Mission further acknowledges the sustained engagement of the State of Qatar, the African Union, the Mediator, the President of the Council of Ministers of Togo H.E Faure Gnassingbé, as well as the East African Community and the Southern African Development Community and encourages them to maintain and deepen their support to peace and security efforts in eastern DRC.

As the Democratic Republic of the Congo and Rwanda move forward with the implementation of the Peace Agreement and related arrangements, MONUSCO underscores that these efforts must promote stability while ensuring the protection of civilians and respect for human rights. Continuous dialogue, confidence-building measures and inclusive approaches at both national and local levels will be critical to build trust, reduce tensions and consolidate peace for the benefit of all communities affected by the conflict.

In line with Security Council resolution 2773 (2025), MONUSCO will continue to support peace efforts, within its mandate and capacities, including in areas such as protection of civilians, support to ceasefire-related arrangements emerging from the Doha process, disarmament and demobilization of armed groups, and stabilization of conflict-affected areas.
